Deputy resigns after being arrested for sexually assaulting inmate

LITTLE ROCK (KATV)--After being accused of sexually assaulting an inmate, a Pulaski County detention deputy is arrested and today he resigned. According to the Pulaski County Sheriff’s Office, Joseph Conner, 27, even admitted to the sexual act.

KATV called Conner for comment, but when we identified ourselves, he hung up.

The sheriff's office has released the details of this alleged sexual assault and as a warning to our viewers the following details are sexually explicit.

Conner has been charged with 3rd degree sexual assault; he was arrested on Tuesday, and was released on a $15,000 bond that night.

On Wednesday, he resigned. Conner is accused of sexually assaulting an inmate, but he stated it was her idea.

“You're not supposed to have contact with a correctional officer vs. the inmate, there is not supposed to be that kind of contact, whether it's wanted or unwanted, it's illegal,” said Lt. Carl Minden, Pulaski County Sheriff’s Office.

The inmate had been transported to UMAS for medical needs. According to a police report, the inmate was handcuffed to the bed. She says she fell asleep, when she woke up, she found that Deputy Conner had placed his aroused genitals in the palm of her hand. Police say, she removed her hand and no further action occurred.

After he was read his Miranda Rights, Deputy Conner stated that his genitals were in the inmate's hand.

“Typically when it's a female inmate we do send a female deputy to guard, from what I was told, there was a female deputy that was at the hospital, her shift had ended, they sent over a replacement deputy that was actually a male due to staffing and what he had sometimes that does happen,” said Lt. Minden.

Lt. Minden added that the last time a deputy was fired for sexual assault was back in 2009.

Conner has been charged with 3rd degree sexual assault, which is a felony. He faces anywhere from 3 to 10 years in jail.

His next court date is scheduled for August 26th.
