The Baxter County Sheriff's office has arrested two people on felony battery charges related to the abuse of a child.

On August 16th, deputies responded to 3851 Buford Road to investigate a child abuse complaint. A babysitter informed deputies the 6 year old had bruising on the face, arms, chest, buttocks, and legs.

A Sheriff's Investigator started an investigation and the child was taken into protective custody by the Department of Human Services, Division of Children and Family Services. Statements from suspects and witnesses were recorded, and additional evidence was gathered.

Investigators believe that the child's mother and boyfriend had been using a wooden board or paddle as wide as 3 ½ inches to purportedly discipline the child with. The paddle was found, seized, and taken into evidence.  It is also believed the injuries to the child's face were caused by being slapped.

On August 22, an Investigator submitted an affidavit to the Office of the Prosecuting Attorney requesting that charges be filed against the child's mother and boyfriend for felony domestic battery.

August 29, warrants of arrest were received by the Sheriff's Office and have been served.

Andrea Victoria Krupp, 33, and Richard Garrett House, 35, were booked into the Detention Center August 29. Both are held on a felony, domestic battery in the second degree.

The same day, they posted bond in the amount of $5,000 each. They are scheduled to appear in Baxter County Circuit Court on September 5.
