Halter proposes expanded Ark. scholarship program

LITTLE ROCK (AP) - Democratic gubernatorial candidate Bill Halter is proposing an expanded scholarship program in Arkansas that would allow students who maintain a 2.5 grade point average to attend the state's public colleges and universities tuition free.

The former lieutenant governor on Monday rolled out the scholarship program, his first major policy proposal since announcing in January that he would seek the state's top office next year. Halter said the program, called the Arkansas Promise, would cost the state an additional $50 million to $75 million a year.

Halter said the program builds upon the scholarship funded by the lottery that voters approved and he championed in 2008.

Halter is the only announced Democratic candidate for governor. Former Congressman Asa Hutchinson and Little Rock businessman Curtis Coleman are seeking the GOP nomination.
