Father Accused of Locking Toddler in Dog Crate Pleads Not Guilty

A Tulsa man accused of child neglect after police found a naked toddler locked outside and another inside a dog crate covered in feces has pleaded not guilty.

William Todd Lewallen appeared in court Tuesday morning and a judge scheduled a preliminary hearing in the case for January 30.

Police were called to Lewallen's home in north Tulsa on November 11 after a neighbor said a child was outside.

According to the police report, the child had been outside for more than 20 minutes in 40 degree weather. When police arrived at the scene, they could hear screaming and crying coming from inside the house.

Police entered the house after no one came to the door where they found an 18-month-old locked inside a metal dog cage. Upon their entry into the house, they were hit with "the overwhelming stench of feces," the police report states.

After police released the child from the cage, they found Lewallen, 48, passed out in bed with a naked three year old child next to him, according to the report. Officers said he appeared to be under the influence of drugs and alcohol.

Lewallen stated that he had taken oxycontin, among other medication, and drank a beer before he fell asleep, according to the police report. He said he was unaware the children were locked outside the house and inside the dog cage.

The children were placed in protective custody.
