Legislative Leaders Signal Priorities for 2009

Incoming leaders of Arkansas' House and Senate say uncertainty dominates the coming year as they prepare for the next regular session of the Legislature. But that doesn't stop them from at least giving a rough idea of what the 2009 session might look like.
Bob Johnson of Bigelow is the 2009 Senate president pro tem. Robbie Wills of Conway is the only candidate on the ballot for House speaker. Both say education will remain an important issue, although the state Supreme Court has said the Legislature has done its job in adequately funding the schools.
And while some are calling for increases in the severance tax on natural gas, Johnson says he thinks raising the tax would be a mistake. He argues that a lot of companies are investing in the Fayetteville Shale natural gas formation because of the state's low tax rate. He says the state sees money come back in through the capital investments of these companies.
Wills says if there are any changes in the tax structure, the state might need to offer tax incentives to companies on the front end. Wills also is interested in addressing the state's highway needs.
