Conway - A report from the Arkansas Department of Higher Education says financial problems at the University of Central Arkansas are due to unfunded capital projects under former President Lu Hardin.
The report by deputy director Stanley Williams says UCA paid cash for the projects rather than issuing bonds. UCA officials say $21 million in cash was spent between 2004 and 2008 on projects including renovation of the student center, buying land and homes and buying a software system.
The report shows UCA with a negative educational-and-general fund balance of $4.6 million in July.
Hardin is now president of Palm Beach Atlantic University in Florida. He did not return a phone call and e-mails seeking comment.
